About the Author
Norman R. Voigt, PE, PLS, is registered as both a civil engineer and land surveyor in Pennsylvania. He has managed and been responsible for surveys, design, construction, maintenance, and inspection on highway, railroad, and transit projects. Since 1974, he has taught and acted as curriculum coordinator for The Pennsylvania State University’s Civil PE exam review course. He has been an adjunct lecturer at the University of Pittsburgh, and continues to participate on the senior design project review panel. Mr. Voight is an author of Civil PE exam review books and a long-time advisor for PPI’s online courses. He holds bachelor of science and master of science degrees in civil engineering from the University of Pittsburgh.

Just Pony up the money for the newest edition. Much of this book is now outdated since the HCM 6th edition came out, and other references.
This book does not contain the tables and notes you need from the MUTCD, HCM, or AASHTO Geometric Design that you need for the depth section. Not much more useful than the CERM. About 25% of the depth section can not be answered with material from this book.
Excellent product
I think is is a more than adequate reference material if you are preparing to take a Civil PE exam. There is no one magic study guide for an exam, so I would not consider this a replacement for any and all other CEES-listed reference material.That said, the book is comparatively inexpensive, if you want to forgo spending hundreds and hundreds of dollars on individual texts. It is also thorough in what it attempts to do, which is prepare one for the exam. It covers the following exam topics:• Mechanisistic-Empirical Pavement Design Guide• Guide for the Planning, Design, and Operation of Pedestrian Facilities• FHWA HDS5.• A Policy on Geometric Design of Highways and Streets (GDHS)• Guide for Design of Pavement Structures (GDPS)• Roadside Design Guide (RDG)• The Asphalt Handbook• Hydraulic Design of Highway Culverts• Highway Capacity Manual• Manual on Uniform Traffic Control Devices• Design and Control of Concrete Mixtures• HCM• Geometric Design• Traffic Safety• Transportation ConstructionThe book index is very concise and allows you to easily navigate to close to 300 equations, as well as numerous tables, figures and appendices, which are contained in its 350 pages. The Table of contents breaks everything down into 6 topics:Transportation PlanningTraffic & Capacity AnalysisPedestrian & Mass Transit AnalysisGeometric DesignTransportation ConstructionTraffic SafetyThere is a 7th "topic" in the TOC, which is Support Material (i.e., the appendices).The book is up-to-date and covers new codes as well as updates to existing code (as of this review, September 2017)The sample questions are pretty detailed and emulate the exam flow. For example, there is a question on Traffic & capacity Analysis related to possible development and improvement of a 6 lane arterial in a city's business district. The question tells you there is a speed study performed and provides details and test run data. You are then asked 3 questions related to the average running speed of the initial runs, average range in running speed, and how many additional runs are required to achieve a 95% confidence level.There are 48 sample problems to teach you the concepts you will need to solve exam questions. There are 25 end-of-chapter problems to allow for plenty of practice.There are some fairly difficult questions, which is good as you want to be prepared for the exam. The text absolutely goes a long way toward explaining the topics covered though, so if you use this guide you will absolutely help yourself in preparation of the exam.I did not find any errors in the book, and although it is a lot to take in, it is well formatted, detailed and easy to follow.It is not inexpensive. Again, less than buying multiple reference guides, but still pricey. The only reason I rate it at 4 starts is the price, and the fact that they offer an electronic copy for less than 1/3 of the cost of the hardcopy, BUT it appears you have to own the hardcopy to buy the e-copy.
This is a great reference manual for the Transportation Depth section (PM portion) of the Civil PE exam.I took the exam three years ago and wish I had this manual. To be honest, I could probably have avoided purchasing 3-4 $200+ books and references if I had this manual. It is currently sitting in my office and is a reference that I use regularly. If you pair this with the Civil Engineer Reference Manual (Civil Engineering Reference Manual for the PE Exam, 15th Ed) you've got the majority of your references for the entire exam covered.In total, this book comes close to replacing the Green Book (A Policy on Geometric Design of Highways and Streets 2011), MUTCD (Manual on Uniform Traffic Control Devices for Streets and Highways - 2009 Edition with 2012 Revisions), Roadside Design Guide (Roadside Design Guide), and the Highway Capacity Manual (Highway Capacity Manual: HCM 2010 (3 Volume Set)). In total those four books new would be nearly $1000.This book is broken down well into 6 main topics: Planning, Traffic Capatiy and Analysis, Pedestrianand Mass Transit, Geometric Design, Transportation Construction, and Traffic Safety. Additionally it has a lengthy appendix with most of he reference tables and materials you'll need on the exam.Whether preparing for the exam or just looking for a good reference manual to keep around for work, this is a great resource that will save you money and time.
